Rajasthan second lowest in terms of enrollment in pre-primary education

JAIPUR:  Rajasthan ranked is 2nd lowest in the country of children in Anganwadis in age group between 3-4.
 with 26.5% students, mostly from lower income groups enrolling much behind the national average of 54.8% in 2013, says an ASER data released recently.

Nationally 35.5% children at 3 years were not enrolled while in Rajasthan the percentage is again on the higher side with 50.4% were not enrolled in pre-primary schools.

The report is an eye opener for the government which has employed a force of 62,000 Anganwadi workers to ensure that not a single child in the age group of 3-6 is devoid of pre primary schooling. Section 11 of Right to Education Act-2009 says that state to provide for pre-school education for children of 3-6 age group with a view to impart them elementary education until the age of 6 years.

Commenting on the poor show, educationist Damodar Goyal, says, "Calling them pre-primary is exaggeration. They are creche cum informal centers which are not fulfilling the sprit of RTE. The government has to transform the anganwadi system by at least employing NCTE trained teachers in order to meet the RTE standards."

So far, the Anganwadi workers are class X and XII pass with no training on pre-primary and are employed by the government aiming to prepare lakhs of children in the age group of 3-6 years. Needless to say, the state is off the track in achieving its aim out of this system.

KB Kothari, managing trustee, Partham, which felicitated the survey, explained the reason behind the poor show, says, "Each anganwadi centres has to cover 40 children and besides elementary education, providing nutrition for growth and monitoring, tracking the children who are malnourished and giving proper health check-ups, immunization, distributing vitamins-A and feeding programs . The role is so broad that in many cases they fail to deliver and achieve the desired results."
