Budget 2011: Tax exemption limit raised to Rs 1,80,000

NEW DELHI: Finance minister Pranab Mukherjee presented Union Budget 2011 in Parliament today.

OVERVIEW: Budget estimates for 2011-12 projects Rs 9,32,440 crore - an increase of 24 per cent.
Expenditure in 2011-12 is estimated at Rs 12,57,729 crore, an increase of 13.4%.

Revenue deficit fixed at 2.3% in revised estimates of 2010-11 and 1.8% in 2011-12.

Tax reductions to result in revenue loss of Rs 11,500 crore

INFLATION: The finance minister opened his speech with reference to inflation saying that food inflation came down from 20.2% last year to 9.3% in January 2011 but it was still a matter of concern. "Government's principle concern is high food prices... food prices were high for cereals, there was a spurt in prices of onions and milk," he said. ( Inflation remains principal concern, to fall next year )

AGRICULTURE: In what may be a big relief for farmers, the FM said credit flows to farmers will be raised from Rs 3.75 lakh crore to Rs 4.75 lakh crores and the allocation under Rashtriya Krishi Vikas Yojana will be raised from Rs 6755 crore in the current year to Rs 7860 crore. ( Farm loans at 4%; credit target raised to Rs 4,75,000cr )

An additional Rs 300 cr will be provided to promote pulses cultivation in rain-fed areas and another Rs 300 cr to promote farm product cultivation.

In joy for anganwadi workers, their remuneration is being raised from Rs 1500 to Rs 3,000 per month. Anganwadi helpers will get Rs 1,500 from Rs 750, Pranab said. ( Social spending to be raised by 17% )

Old age pension to persons of over the age of 80 will be raised from Rs 200 to Rs 500.

DEFENCE: The finance minister has allotted Rs 1.64 lakh crore for defence saying that more will be given if required. Rs 9 lakh compensation will be given to men of defence and central paramilitary forces for permanent disability and on being discharged from service.

INCOME TAX: No change in tax slabs has been proposed. The tax exemption limit for general category has been raised from Rs 1,60,000 to Rs 1,80,000. ( Tax limit enhanced from Rs 1,60,000 to Rs 1,80,000)

No change in tax exemption limit for women.

For senior citizens, exemption age limit has been reduced from 65 to 60. Their tax exemption limit will be Rs 2,50,000.

Apart from this, a new exemption bracket has been created for those above 80 years of age. Their tax exemption limit will be Rs 5,00,000.

Surcharge for companies cut to 5 per cent, from 7.5 per cent.

A new revised income tax return form 'Sugam' to be introduced for small tax papers.

DIRECT TAX: The FM announced that Direct Tax Code will be implemented from April, 2012 and the Goods and Services Tax Bill is to be introduced in Parliament this year. ( Direct Taxes Code to be implemented from April 1, 2012 )

SERVICE TAX: Service tax widened to cover hotel accommodation above Rs 1,000 per day, A/C restaurants serving liquor, some category of hospitals, diagnostic tests.

Service tax on air travel increased by Rs 50 for domestic travel and Rs 250 for international travel in economy class. On higher classes, it will be 10% flat.

EXCISE AND CUSTOMS DUTY: There is a proposal to introduce self-assessment of customs duty wherein importers and exporters will themselves assess payment of duty.

There will be change in excise duty. The standard rate of central exercise duty will be maintained at 10%. A 1% central excise duty on 130 items entering the tax net. Basic food and fuel and precious stones, gold and silver jewellery will be exempted and there will be no change in CENVAT rates.

A new scheme is to be introduced for refund of service tax on the lines of drawback of duties, he announced. Also, capital investment in fertiliser production will be considered as infrastructure sub-sector, Pranab said.

Tax-free bonds of Rs 30,000 cr will be issued for infrastructure development which will cover Warehousing Corporation, NHAI, IRFC and HUDCO.

EDUCATION: A Rs50cr grant is being allocated to Aligarh Muslim University centres in Murshidabad in West Bengal and Malappuram in Kerala. Also, the government has decided to allot Rs 100 cr to IIT Kharagpur.

GROWTH: Predicting growth patterns over the next fiscal, Pranab said the overall economic growth in the current fiscal was expected at 8.6 %, agriculture growth at 5.4 %, industry at 8.1 % and services 9.3 %. In the next fiscal, economic growth was likely to be 9%, he said. ( Economy grew 8.2% in last 2010 quarter )

Pranab said India raised foreign institutional investor limit in 5-year corporate bonds for investment in infrastructure by $20 billion.

The government, he said, aims to provide Rs 201.5 billion capital infusion in state-run banks in 2011-12 and Rs 3 billion for 60,000 hectares under palm oil plantation

"I see Budget 2011-12 as transition towards more transparent and result-oriented economic management," he said adding that stronger fiscal coordination was needed.

He said that corruption continued to be deterrent in the country's development and had to be fought extensively.

Pranab Mukherjee said the government plans to create a Women Self Help Group development fund with a corpus of Rs 500 crore. There is also a proposal to increase rural housing fund to Rs 3,000 crore. ( Low-cost housing loans of Rs 15 lakh to get 1% interest sop )

He also announced benefits for Below Poverty Line families by allowing direct transfer of subsidies in kerosene and LPG for such individuals.

Also, NABARD capital base will be strengthened and Rs 10,000 cr will be provided to it as short term credit fund.

Pranab announced the formation of Indian micro finance equity with SIDBI at Rs 100 crore. Another Rs 6,000 cr will be given to public sector banks to maintain capital-to-risk assets ratio norms, he said.

A budget allocation of Rs 100 cr has been made for Ladakh and Rs 150 cr for Jammu for implementation of projects identified by taskforce.

Pay 16,000cr for extra spectrum: Trai to telcos

New Delhi: The Telecom Regulatory Authority of India (Trai) on Wednesday submitted fresh recommendations on 2G spectrum pricing,steeply raising the estimated value of spectrum beyond 6.2MHz held by incumbent operators.Telecom industry sources said this could result in a hit of Rs 16,000 crore to existing operators,including Rs 6,000 crore to BSNL,Rs 4,000 crore to Bharti,Rs 1,743 crore to Vodafone and Rs 70 crore to Reliance Communications.
The proposals are bound to cause further infighting in the deeply divided industry.However,telecom minister Kapil Sibal in a TV interview said they were acceptable to him as they were largely in line with the stand he announced recently.
The report was prepared by four well-known academics outside Trai.They have come up with various estimates of the value of 2G spectrum.
Going by Trais new pricing benchmarks,the estimate of the loss caused to the exchequer in the 2G scam could be below CAGs estimate of Rs 1.76 lakh crore.Unlike Trai,CAG has said all start-up spectrum given after 2008 should be subject to a market price,not just spectrum given beyond 6.2MHz.

KOLKATA: World Cup winning captain Kapil Dev feels comments of Indian cricketers that they want to win the Cup for Sachin Tendulkar is just media hype. Kapil hoped it is the batting maestro who would win the World Cup for India.

"'We want to win for Sachin. We want to win for Sachin.' It's the media which is saying again and again. We all want to win. Of course Sachin wants to win. But if you keep on asking everybody if Sachin's dream will come true what will they say? Everybody's dream is same," said Kapil while addressing an event, Power Play, which was also attended by former cricket legends Sourav Ganguly, Vivian Richards and Steve Waugh.

Kapil felt depending on one individual will have an adverse effect on the team.

"I as a cricketer would not like to depend on one person. At the end of the day it's a team game and the team has to win together," Kapil said.

"When you start depending on one player and if anything goes wrong with him your team chokes. I think he has to do it for us. He has to perform for us so that we can cheer for him," he added.

Cos to give 2% profit for CSR

New Delhi: India Inc should brace to set aside some of its profit on corporate social responsibility (CSR).
The ministry of company affairs,which is finalizing the new Companies Bill,has accepted a parliamentary standing committees recommendation on the issue.The standing committee on finance headed by former finance minister Yashwant Sinha has proposed that companies with a turnover of Rs 1,000 crore or net profit of Rs 5 crore or more earmark 2% of their net profit for the preceding three years on CSR.
Though corporates and industry chambers had lobbied hard against the move,the government has decided to go ahead with the proposal.It is,however,unclear what really constitutes spending on social responsibility.The committee had left it to companies to decide policy and spending.
While mandating CSR spend,the government had decided against policing and will leave it to companies to implement what the law prescribes.If a company fails to meet the spend,it will have to spell out the reasons for the shortfall to its shareholders.
The CSR spending proposed to be mandated in the new Companies Act would be in addition to what is being prescribed for companies in the mining or the coal sector.For instance,in case of Posco,the environment ministry has asked the Korean company to spend 2% of its annual profit on CSR.

Pakistani singer Rahat Fateh Ali Khan released

NEW DELHI: The Directorate of Revenue Intelligence (DRI) on Monday released Pakistani singer Rahat Fateh Ali Khan who was detained at New Delhi's Indira Gandhi International Airport on Sunday for carrying a huge amount of undisclosed foreign currency, according to TV reports.

The 37-year-old nephew of legendary Pakistani qawwali singer Nusrat Fateh Ali Khan was released along with his two associates, Chitresh Shrivastava and Maroof, who were also detained on Sunday, the reports said.

Rahat and his associates' passports have been impounded and have been asked to appear before the DRI on Feb 17. He will not be allowed to leave India for the time being.

The DRI officials on Monday swooped at the premises of "Eyeline Telefilm and Events", owned by Chitresh, elder brother of Bollywood singer Aadesh Shrivastava, and searched the premises.

Sources privy to the investigations claimed that the sleuths found Rs 51 lakh in cash which was seized besides some documents which could be helpful in the probe being carried out by the DRI.

The sources said questioning of Chitresh was carried out on the alleged cash seizure made from his Mumbai premises.

Rahat and his entire troupe, numbering around 16, were on in their way to Lahore via Dubai by an Emirates flight.

The DRI had allegedly seized foreign currency totalling $1.24 lakh from the troupe.

Earlier, interior minister Rehman Malik called Pakistan's high commissioner in New Delhi, Shahid Malik, to inquire about the detention of Rahat Fateh Ali Khan. According to a statement, Malik said he was examining the matter and had asked the Pakistani high commissioner to India to monitor the matter thoroughly.

However, media coverage of the matter has provided another burning issue for most of the Pakistanis who were already occupied with the controversy around the arrest of American citizen responsible for the killing of two persons in Lahore.

Dramatizing one liner tickers of mostly Indian news channels with strange alerting tones of breaking news, several Pakistani TV stations have confused the audience for not highlighting the legal aspects of the issue. Some channels went ahead to make an opinion as if a conspiracy was hatched by Indian intelligence agencies against the artist for maligning Pakistan.

"It is not for the first time that a Pakistani artist was mishandled in India. Earlier, Pakistani pop singer Adnan Sami went through a rigorous exercise in India and his property was confiscated by Indian authorities. Similarly, Pakistani comedian Shakeel Shiekh was threatened in Mumbai by an Indian extremist group Maharashtra Navnirman Sena (MNS)," reported a leading Pakistani news channel on Monday.

Nonetheless, scores of Khan's fans in Pakistan also condemned his act for being unlawful.

"I am an ardent fan of Rahat Fateh Ali Khan. However, I do not approve of what he did. I just hope and pray it is his personal act and nothing more than that. Instead of getting emotional and making statements against each other, let the law take its course. We should have full faith in Indian judiciary in the same way as we would demand from anyone else for our judiciary," Umer Javed, a part-time singer and Islamabad-based lawyer said.

Imran Ali, another fan of Khan opined: "After becoming so popular in India, Rahat Fateh Ali Khan needed to be more cautious about their laws. Being a great admirer of Khan, I strongly condemn his act of tax evasion which earned a bad name to the country at a time when it's already struggling on several fronts.

Fertilizers up 15%,farm worry for govt Subodh Ghildiyal TNN



New Delhi: Just when UPA is grappling with food inflation,Union minister M K Alagiri has sounded alarm over shooting fertilizer prices under the Nutrient-Based Subsidy (NBS),saying the policy introduced in the last budget was hurting the poor farmer.
Ten months after the Centre freed fertilizer price and linked subsidy to constituents of phosphatic and potassic fertilizers,Alagiri has written to prime minister Manmohan Singh and finance minister Pranab Mukherjee,warning against extending NBS to the urea sector.He said farmgate prices of P&K fertilizers have shot up by 15% or Rs 75 per bag of DAP fertilizer.
Departmental feedback,he said,indicated fertilizer prices would increase further in the coming kharif season.A jump in urea prices will hurt farmers and can add to the rising food prices.

Tata to treble expense in JLR R&D Swaraj Baggonkar / Mumbai February 14, 2011, 0:58 IST  After having managed to have Jaguar and Land Rover, the premium but money-losing brands, turn the corner and make a profit within three years after it bought these, Tata Motors has planned a massive step-up of investments in these.  Tata, India’s biggest vehicle maker, will spend about £1 billion (Rs 7,300 crore) on JLR towards research and product development (R&D) expenses this year. This is about 10-11 per cent of the two brands’ annual revenue. Jaguar will also make extensive use of the hybrid technology being developed in-house by the two brands.

Nokia: It's feeding time for Nokia's rivals. Whether Windows can help the Finnish giant get its smartphone groove back is debatable. Either way, the full switch will take two years. By then, Apple and devices powered by Google's Android operating system will have had ample time to take bigger bites out of the market.
Nokia needed to do something. It sold more than half of all smartphones in 2008. By 2010, its share fell to 38 per cent, according to Gartner. Meanwhile, the combined chunk of the market seized by Apple and Android increased from less than 10 percent to within spitting distance of Nokia. The clumsy software and dearth of applications available on Nokia's Symbian operating system left the firm in serious trouble. Users prefer the most functional handsets, and developers flock to the most popular platforms.
Engineers at Nokia can't just wipe Symbian from existing handsets and start cranking out Microsoft-powered ones. It will take time to ship devices that make the most of Windows. Mass rollout won't happen until sometime in 2012. This leaves Nokia in no man's land until then - as US smartphone adoption in 2011, according to Nielsen, doubles.
The Finnish firm reckons it will sell 150 million more Symbian devices during the transition. That could be optimistic. If Nokia doesn't think Symbian is the way to go, why would consumers buy handsets that use it? Likewise, apps will be slow in coming. Nokia may also introduce fewer Symbian devices as it refocuses on Windows. Finally, management will have its hands full with layoffs and corporate reorganization.
Apple, and companies using Android - such as Samsung and Motorola - will make a strong push to grab more customers during the transition. The market ate away more than $5 billion of Nokia's share value on the news. The company's competitors will be hungry for more

• Egypt's new cabinet is set to have its first meeting today, while protests continue in Tahrir Square. From CNN: "As protesters maintained a human chain at Cairo's Tahrir Square on Monday - giving no indication of budging until President Hosni Mubarak steps down - the country's new Cabinet is set to have its first meeting, according to state-run TV."
• Meanwhile the Google executive who has been missing in Egypt will be released today. From CNN: "Wael Ghonim, a Google executive who has been missing for more than a week following his purported arrest in Cairo, is to be released Monday, according to two Egyptian television news networks."
• The Green Bay Packers defeated the Pittsburgh Steelers to win Super Bowl XLV 31-25. But how about those ads? Little Darth Vader and Eminem were featured in memorable spots. Also, Christina Aguilera sang...her version of...the national anthem.
• On the late former President Ronald Reagan's 100th birthday, his foundation passed their $100 million goal. Reports Gabriella Schwarz: "Sunday's celebrations will include keynote remarks by former Secretary of State James Baker, a 21-gun salute, an F-18 flyover and the official laying of the presidential wreath on Reagan's memorial site."
• The Huffington Post has been purchased by AOL for $315 million. From CNN: ""As part of the transaction, Arianna Huffington, The Huffington Post's co-founder and editor-in-chief, will be named president and editor-in-chief of The Huffington Post Media Group, which will include all Huffington Post and AOL content," the statement said.

Egypt has changed forever, says Obama as crisis continues

CAIRO/WASHINGTON: Traffic resumed and some businesses reopened hesitatingly but protesters maintained their vigil in Cairo's Tahrir Square Monday as the uprising to oust Hosni Mubarak entered its 14th day amid reports that a Google executive who went missing 10 days ago could be released. US President Barack Obama said he believed Egypt had changed forever. 

Hundreds of protesters camped through the night at the public square, which has been focal point of demonstrations against President Mubarak and his 30-year uninterrupted rule. Mubarak, who has ruled since 1981, has said he is ready to quit, but not now. 

Though protests were continuing at the square, the reopening of business establishments in other parts of the city brought some semblance of normalcy to the capital. Traffic in the streets too was increasing. 

"There's a lot of popular public sentiment in Cairo and wider Egypt regarding what those protesters are trying to achieve but at the same time, people are trying to get back to live as normal lives as possible," said an Al Jazeera correspondent . 

"But some of the shopping malls for example are still closed because they're afraid of looting, and the banks yesterday were only open for a few hours." 

Protesters were upbeat after the news broke out that political activist Wael Ghonim, who is Google's top executive in the Middle East, was going to be released Monday, Wall Street Journal reported. 

The protest organisers at downtown Cairo's Tahrir Square adopted him as a symbolic leader. Ghonim is considered to be part of a small group of political activists in Egypt whose online efforts helped spark the ongoing demonstrations. 

"They (the authorities) told us they'll probably bring him to us, and that he will likely be escorted by security," Ghonim's brother, Hazem, was quoted as saying.

Raj Rajaratnam wants jurors at his insider-trading trial told that he was a professional stock analyst who broke no laws by speaking to corporate insiders as he worked to “ferret out” information.
With jury selection three weeks away, John Dowd, the lead defense lawyer for the Galleon Group LLC hedge fund co-founder, gave the judge a proposal for instructing jurors on the law, offering the most detailed insight yet into his defense strategy.
“As the steward of his investors’ money, Mr. Rajaratnam had a fiduciary duty to trade in securities that he thought had attractive investment potential,” Dowd said in a Feb. 2 court filing on the proposed language. “The law permits analysts and investment advisers to speak with corporate insiders” and it’s common “for analysts to ferret out and analyze information.”
Rajaratnam, 53, goes on trial Feb. 28 in Manhattan federal court in what prosecutors said is the biggest U.S. crackdown on insider trading by hedge funds. The Sri Lanka native is accused of making more than $40 million in illegal trades dating back to 2003 at his New York-based fund and faces as many as 20 years in prison if convicted of the most serious charges. He denies wrongdoing.
At least a half-dozen traders are cooperating with the government, and more than 30 people have been accused in alleged conspiracies tied to the case, the first to make extensive use of phone taps to detect Wall Street insider-trading.
Rajaratnam is accused of using secret tips from hedge fund executives, corporate officials and other insiders to trade in more than a dozen stocks, including Intel Corp., International Business Machines Corp., Akamai Technologies Inc., Google Inc. and Advanced Micro Devices Inc.
His defense remains something of a mystery, the government has said. Jessie Erwin, a spokeswoman for Manhattan U.S. Attorney Preet Bharara, declined to comment.
“The defendant has gone to great lengths to keep from the government the witnesses he intends to call and the defense theories he intends to present,” Assistant U.S. Attorney Jonathan Streeter wrote in court papers Jan. 26.
Dowd has chided prosecutors for trying to “smoke out” details before the trial begins.

Obama: People Who Hate Me Don't Know Me

President Barack Obama interviewed by Fox News' Bill O'Reilly at the White House, Jan. 6, 2011.CBS/AP)  WASHINGTON - President Barack Obama says he doesn't take it personally when people say they hate him. And the thing he dislikes most about being president is the constant, intense scrutiny.

"The people who dislike you don't know you. The folks who hate you, they don't know you," Mr. Obama said Sunday in an interview broadcast during Fox's pre-game coverage of the Super Bowl. "What they hate is whatever funhouse mirror image of you that's out there. They don't know you."

Asked by Fox News Channel host Bill O'Reilly whether his critics annoyed him, President Obama said: "By the time you get here, you have to have had a pretty thick skin. If you didn't, then you probably wouldn't have gotten here."

The 14-minute, live interview sought President Obama's views on a range of timely matters, including the unrest in Egypt and the ultimate fate of the new health care law. O'Reilly also probed Mr. Obama on lighter topics, including which team would win the NFL championship game, and the worst part of his job.

CBS News chief White House correspondent Bill Plante said the president seemed to enjoy sparring with O'Reilly, who challenged him to respond to a Wall Street Journal op-ed which called him "a determined man of the left."

"Do you deny the assessment? Do you deny that you are a man who wants to redistribute wealth?" asked O'Reilly.

"Absolutely," he said. "I didn't raise taxes once. I lowered taxes over the last two years." 

Vodafone will sell Google's Android 2.3 Gingerbread Nexus S

MOBILE OPERATOR Vodafone can shout first as it is the only UK network so far that has got the Google Nexus S phone to sell.
Announced in December, the Android 2.3 Gingerbread powered handset could be bought from Carphone Warehouse that month and provided with service thanks to O2, but O2 did not offer the Nexus S separately.
Patrick Chomet, Vodafone's group director of terminals said, "It's great news that our customers will very soon be able to get Google's Nexus S direct through our stores."
But despite Vodafone's glee at having it, the firm isn't saying when it will be sold or how much it will cost. Attempts to call Vodafone resulted in a ringing phone being disconnected.
If Vodafone wants to grab some of that Android marketshare goodness, it will have to do better than Carphone Warehouse in pricing. The reseller prices the Nexus S at £30.64 a month under a two year contract with unlimited texts and 600 free minutes that can be used anytime with any network.
